The Role of the Superintendent
Members of the Norwalk City School District’s Board of Education are elected by the community to establish district priorities, policies, and to evaluate the outcomes of District operations. The board appoints the Superintendent to ensure academic achievement for every Norwalk City School District student. On behalf of the Board of Education, the Superintendent works to: • Determine the educational needs and aspirations of every Norwalk City School District student, staff member, and the entire community — and how to best engage each;
• Identify educational and socioeconomic trends with an impact on District operations or goals; and,
• Provide overall leadership while developing sound practices to manage the day-to-day operations of the district.
NCSD’s Superintendent, Mr. Brad Cooley, works collaboratively with NCSD’s Treasurer, Mrs. Joyce Dupont, who recommends and manages an annual budget based on the parameters also set by the Board of Education.
Administrative Responsibilities of the Superintendent
Hiring administrative staff, teachers, and support staff, handling teacher and staff disciplinary matters, managing the budget, and implementing policies set forth by the Board of Education are the primary administrative responsibilities of the superintendent. The Superintendent is also responsible for overseeing the implementation and enforcement of all state and federal statutes and programs relating to the District.
